KWKH probably doesn't even care, unless KLEY would QRM the signal within the listening area, which is not likely with 250 watts. This can also respond to the Dayton stations on 1290 and 1410 very possibly not caring at all that they're being blasted by stations southeast of them running unauthorized night power. Unlike the 1130 situation with KLEY/KWKH, I would definitely think that WHKY and WHLN could very easily be "eating into" Dayton's SUBURBAN coverage, at least. They still might not care. All of this is ALMOST like a criminal court proceeding: the "plaintiff" (such as KWKH or WING) apparently needs to have standing for the FCC to enforce such infractions. KWKH would of course have standing, but a DX'er does not. That seems to be as good explanation of why a station can stray from its licensed parameters for years at a time and, no matter how blatant it seems, nothing usually happens until they just decide to stop --- which gives them no incentive at all to stop.
